In the anime, he's definitely my answer. Maybe Ringo or someone outside of the anime?
pretty much every minor villain in part 5 (minus Carne, Sale and Melone)
they were aware of their stands' weaknesses and strengths and used their abilities to their fullest potential
also they had actual strategies on how to deal with their opponents
and here's why the 3 exceptions are, well, exceptions:
1. Carne: basically no strategy other than letting himself get killed so that Notorious B.I.G would activate
2. Melone: again, no real strategy, as his plan was just "make a Baby Face and let it kill everyone". Baby Face fucked it all up further by disobeying. at least he tried giving it advice
3. Sale: no strategy at all, the only reason he almost won is because Kraftwork's ability was a hard counter to Mista's gun
For me:
Part 1: Bruford, but that's not saying much, every minor villain in Part 1 are very basic and with only one trick.
Part 2: Wham, but again, that's not saying much, everyone looked like idiots against Joseph.
Part 3: While I agree that D'Arby is one of the most intelligent in the series, Enya and Pet Shop deserve credit too.
Part 4: Akira was surprisingly very astute using his stand and making decisions. The only reason he lost was by sheer luck.
Part 5: I agree with the guy above me. But maybe is because of the anime, Formaggio used his stand at the max level and exploited it so well being someone so underated in his own gang.
Part 6: I don't know, ¿Kenzo?¿MiuMiu?
Part 7: Ringo deserves all the praise in the world just for his fight.
Part 8: Wu impressed me and easyly became my favourite JoJolion villain
